Level 2: Managed CSCS Pathway
A managed CSCS pathway for suitable candidates progressing towards construction work
HighViz Training manages the complete CSCS process for suitable candidates progressing towards a confirmed construction vacancy or clearly identified employment opportunity, from REHIS-approved health and safety training through the CITB test and CSCS card application.
CSCS is a milestone, not the outcome
The Construction Skills Certification Scheme (CSCS) is recognised across the UK construction industry. Construction employers and principal contractors commonly require workers to hold appropriate site credentials before they can access site, making the CSCS Labourer Card an important practical milestone for candidates progressing towards genuine construction opportunities.
Through substantial delivery experience, HighViz Training has learned that qualifications alone do not guarantee employment. The Managed CSCS Pathway is therefore for suitable candidates referred by an organisation in connection with a confirmed vacancy or clearly identified construction opportunity.
For organisations supporting those candidates, navigating REHIS training, CITB test booking, card application and fee management can place a significant administrative burden on the team. HighViz Training manages the complete pathway so attention can remain on the wider employment progression plan.
What the standard CSCS pathway includes
REHIS Elementary Health and Safety Certificate
HighViz Training delivers the REHIS Elementary Health and Safety Certificate and supports participants through the learning and assessment process. The certificate is recognised by CSCS as an accepted qualification route for eligible Labourer Card applicants. Applicants for a CSCS Labourer Card must hold an accepted qualification and pass the appropriate CITB Health, Safety and Environment Test. The REHIS Elementary Health and Safety Certificate is one of the accepted qualification routes.
CITB test preparation
Participants are prepared for the CITB Health, Safety and Environment Touchscreen Test so that they understand what to expect and arrive properly prepared. The referring organisation does not need to manage this preparation.
CITB test booking and payment
HighViz Training books the participant's CITB test at an appropriate local test centre and pays the applicable CITB test fee. The referring organisation does not need to manage individual test bookings or handle any payments.
CSCS card application and payment
Once eligible, HighViz Training completes and submits the CSCS card application and pays the applicable CSCS card fee directly to CSCS. The referring organisation does not need to manage the administrative process.
Participant communication and administration
HighViz Training handles all communication with participants throughout the CSCS process and manages the associated administration on behalf of the referring organisation. Progress is tracked and reported back to the commissioner.
One referral. One managed pathway.
Whether you are referring an eligible participant for an identified opportunity or commissioning a vacancy-linked cohort, commissioners and referral organisations should not need to manage the administrative complexity of the CSCS process. HighViz Training takes responsibility for the complete pathway from the moment a participant is referred.
You refer the participant. HighViz Training manages the CSCS pathway.

Need more than the CSCS pathway?
