Who it is for
Unemployed participants, people with limited recent work experience, and people who need an accessible first step before vocational training, a construction pathway or an identified job opportunity.
Level 1 – Foundation
For unemployed participants and people further from the labour market who are not yet ready for a vocational pathway or identified job opportunity.
The starting point
Level 1 – Foundation is an accessible, accredited starting point for people who need to build confidence, workplace awareness and a recognised achievement before moving towards a vocational pathway or job opportunity.
In Scotland, the core qualification is the REHIS Elementary Health and Safety Certificate. It gives participants essential workplace health and safety knowledge and a credible first milestone they can carry into further learning and employment progression.
The right intervention at the right time
CSCS is a construction-site credential and is most valuable when a participant has a genuine construction opportunity or a realistic route towards one. Level 1 is designed for people who are earlier in their journey: it builds readiness first, without treating a CSCS pathway as the right next step for everyone.
For commissioning organisations
Unemployed participants, people with limited recent work experience, and people who need an accessible first step before vocational training, a construction pathway or an identified job opportunity.
REHIS Elementary Health and Safety training and assessment, essential workplace knowledge, a recognised achievement, supportive delivery and a clear conversation about their next appropriate step.
Greater confidence, improved workplace awareness, a recognised health and safety achievement and a stronger foundation for further training, employability support or progression planning.
Level 1 can be commissioned for dedicated cohorts, delivered online or face-to-face delivery where suitable facilities are available, and shaped around your participant profile and programme requirements.
Progression planning
Following Level 1, participants can progress into wider employability support, a vocational pathway, or — where a genuine vacancy has been identified — Level 2 Partner Vacancy Upskilling. Participants who are suitable for a more intensive employer-led intervention may progress to Level 3 Employment Accelerator.
